The Cybersecurity and High-Tech Crime Prevention Unit of the Hanoi Police Department has issued an administrative penalty against Pham Van Thoai (29 years old, from Hai Phong), known online as TikToker Pham Thoai.

On August 5, Hanoi Police announced that Pham Van Thoai was penalized for posting and sharing false information on social media.

Specifically, on his personal Facebook page, Thoai claimed: “It is an honor to serve as the ambassador of the ‘Top Agricultural Products - Farm Produce to the City VIETNAM OCOPEX 2025’ program – a major event organized by the Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, and the Vietnam Cooperative Alliance, aimed at promoting trade and supporting Vietnamese cooperatives and businesses in bringing OCOP and high-quality agricultural products to international markets.”

However, on July 31, the Vietnam Trade Promotion Agency under the Ministry of Industry and Trade confirmed that the Ministry had not appointed or authorized any individual as an ambassador for the program, nor had it authorized any organization or entity to carry out the mentioned activities.
