On September 16, the Dong Thanh Commune Police, in coordination with the Criminal Police Department of the Ho Chi Minh City Police, urgently arrested Luong Cong Thuan (27) and Le Van Nham (33), both local residents, for "disturbing public order."

Thuan operated the TikTok account "Thuan khung bao doi" (roughly translated as "Crazy Thuan reporting life"), while Nham managed the account "Minh bao doi yeu em" ("Minh reporting life loves you").

Initial findings revealed that the two TikTok accounts regularly livestreamed and carried out disturbing challenges that violated social norms and threatened public security.

After detecting these violations through online monitoring, the leadership of the HCMC Police instructed the Criminal Police Department to investigate in collaboration with Dong Thanh Commune Police.

Authorities first arrested Thuan during a livestream at a hotel in Thoi An Ward where he was actively disturbing public order. Less than 24 hours later, police also captured Nham, who had gone into hiding.

Investigations showed that Thuan and Nham had conspired to stage a series of provocative scenes, such as lying down in the street at red lights, pretending to be intoxicated and dancing in intersections, or smashing cakes into each other's faces. They even recruited others to create chaotic scenes for more drama.

The duo openly told viewers on TikTok that they would perform specific challenges if paid, typically charging between $120 to $200 per request. They split the earnings based on prior agreements.

At the police station, both individuals admitted to their offenses.

HCMC Police condemned the TikTokers' actions as socially deviant, unlawful, and harmful to public safety and cultural values - especially considering their content’s viral reach among youth.

Authorities issued a public warning, particularly to teenagers and young adults, urging them not to support or engage with such absurd and attention-seeking content. Parents were also advised to monitor and guide their children's online activity to promote healthy social media usage.

The HCMC Police reaffirmed their commitment to strictly handling all misuse of social media to disrupt public order and called on citizens to promptly report similar incidents when discovered.
