Vietnam has established the Global Vietnamese Artificial Intelligence (AI) Experts Network, a new initiative designed to connect Vietnamese scientists, researchers, entrepreneurs and policymakers around the world to strengthen the country's AI ecosystem and accelerate innovation.

The decision was signed by Minister of Science and Technology Vu Hai Quan, marking a significant step in Vietnam's efforts to mobilize global Vietnamese expertise for national scientific and technological development.

The newly established network aims to bring together Vietnamese professionals working in AI research, development, application, governance, commercialization and policymaking, both within Vietnam and overseas.

It is expected to create a high-level AI community capable of pooling knowledge and experience from around the world to address Vietnam's practical development challenges while advancing science, technology and innovation.

The initiative also seeks to strengthen links between AI research, technology development and the training of highly skilled professionals, helping improve Vietnam's technological capabilities and support the creation of strategic AI platforms and products.

Priority application areas include healthcare, education, smart cities, cybersecurity and national data systems.

Strengthening collaboration across research and industry

Under the decision, the network will work to attract and maintain the participation of Vietnamese AI experts globally while establishing internationally aligned mechanisms for knowledge transfer, mentoring and talent development.

It will also promote closer cooperation among research institutions, businesses and international experts to build strong research teams and accelerate the development and commercialization of AI solutions with practical applications.

Members of the network will contribute policy recommendations and serve as a core advisory resource for Vietnam's major national AI programs, projects and strategic initiatives.

Open, flexible and nationally coordinated

The Global Vietnamese AI Experts Network will operate under principles of openness, voluntary participation and flexibility, with activities aligned to the needs of government agencies, local authorities and businesses.

Its operations will comply with Vietnamese regulations governing science and technology, intellectual property, national defense, cybersecurity, information security and the protection of state secrets.

The Ministry of Science and Technology will oversee and coordinate the network.

Minister Vu Hai Quan will serve as Chairman of the Network, providing strategic direction and ensuring alignment with Vietnam's national AI development programs.

An advisory council comprising leading AI experts from Vietnam and abroad will support the initiative.

The National Foundation for Science and Technology Development (NAFOSTED) will act as the permanent coordinating body, responsible for managing operations, developing the network's digital platform and maintaining its expert database.

Annual global AI forum planned

According to the implementation plan, the network will organize knowledge-sharing programs, professional training, research support, expert matching for real-world challenges and policy advisory activities.

It will also host an annual Global Vietnamese Artificial Intelligence Forum, designed to strengthen collaboration among Vietnamese AI professionals worldwide and deepen connections between experts, academia, industry and government.

Funding for the network will come from the operational budget of the National Foundation for Science and Technology Development, together with other legally permitted funding sources.
