The meeting focused on reviewing socio-economic performance in June and the second quarter of 2026; implementation of Government Resolution No. 01; the allocation and disbursement of public investment capital; progress of the National Target Programs; implementation of the state budget during the first half of 2026; the Government's and Prime Minister's direction and administration in June and the first six months of the year; key priorities for the months ahead; and preparations for the 2026–2027 academic year.

Opening the meeting, Prime Minister Le Minh Hung said the regional and global landscape continues to evolve rapidly, with many new developments that are increasingly complex and difficult to predict.

In particular, the conflict in the Middle East has disrupted global trade and supply chains, severely affecting security, reducing global trade and growth prospects, creating macroeconomic instability, and increasing inflationary pressures. These developments have prompted policy adjustments by many countries and major trading partners, including stronger protectionist measures, shifts in investment flows, and supply chain realignment, further adding to uncertainty in global trade and economic growth.

Domestically, despite new opportunities and growing confidence following the success of the 14th National Party Congress, Vietnam continues to face significant challenges, including maintaining macroeconomic stability, ensuring energy security, strengthening growth drivers, and restructuring the economy to achieve rapid and sustainable development.

The Prime Minister said that the Government, ministries, sectors, and local authorities have implemented tasks and solutions in a coordinated and effective manner with a strong sense of determination, decisiveness, and accountability. Efforts have focused on handling routine work while also resolving long-standing issues, alongside delivering timely and effective policy responses to emerging challenges.

As a result, Vietnam's socio-economic performance in June, the second quarter, and the first half of 2026 continued to improve, with each quarter outperforming the previous one, creating both momentum and capacity to fulfill this year's development targets.

The Prime Minister noted that, following summary reports on the Government's direction and administration and the country's socio-economic situation during the first half of the year, the conference would also hear a thematic report on preparations for the 2026–2027 school year, which he described as another important topic for discussion.

He called on delegates to carefully assess the domestic and international context during the first half of 2026, evaluate achievements as well as shortcomings, challenges, and emerging issues, forecast future developments, and propose comprehensive policy solutions. He also urged ministries, sectors, and local authorities to identify key priorities for the second half of the year in order to achieve double-digit economic growth while maintaining macroeconomic stability.

The head of Government also called for an assessment of institutional reforms that should continue to be accelerated in order to lay the foundation for rapid and sustainable development, unlock public and private resources, mobilize both domestic and international capital, and foster new growth drivers, particularly science and technology, innovation, and digital transformation.

Following the discussion session, the conference will hear policy guidance from Party General Secretary and State President To Lam. The Prime Minister stressed that these directions would provide an important framework for the Government, ministries, sectors, and local authorities in implementing their tasks in the coming period.
