The legislature continued its personnel work within its authority during the session.
Lawmakers voted by secret ballot to elect the Chairperson of the Ethnic Council, heads of the National Assembly’s committees for the 16th tenure, the Secretary General of the National Assembly who also serves as Chairman of the Office of the National Assembly, and the State Auditor General for the 2026-2031 term.
The National Assembly then approved the corresponding resolutions through an electronic voting system.
For the resolution on electing the Chairperson of the Ethnic Council and heads of committees, 493 deputies participated in the vote, with all 493 voting in favor, representing 100 percent of those present and 98.60 percent of the total number of deputies.
Accordingly, the list of positions includes Lam Van Man as Chairperson of the Ethnic Council; Phan Chi Hieu as Chairman of the Committee on Law and Justice; Phan Van Mai as Chairman of the Committee on Economic and Financial Affairs; Le Tan Toi as Chairman of the Committee on National Defense, Security and External Relations; Nguyen Dac Vinh as Chairman of the Committee on Culture and Society; Nguyen Thanh Hai as Chairwoman of the Committee on Science, Technology and Environment; Nguyen Huu Dong as Chairman of the Committee for Deputies’ Affairs; and Le Thi Nga as Chairwoman of the Committee for Public Petitions and Supervision.
For the resolution on electing the Secretary General of the National Assembly, who also serves as Chairman of the Office of the National Assembly, 481 deputies participated in the vote, with all 481 voting in favor, accounting for 100 percent of those present and 96.20 percent of the total number of deputies. Le Quang Manh was elected to this position.
Lam Van Man, born in 1970 in Can Tho, holds a doctorate in economics, a master’s degree in business administration, and bachelor’s degrees in finance and law. He has been a member of the Party Central Committee across multiple terms and a National Assembly deputy for the 15th and 16th tenures.
Phan Chi Hieu, born in 1969 in Ninh Binh, holds a doctorate in law. He is a member of the Party Central Committee for the 14th term and a National Assembly deputy for the 16th tenure. Prior to this appointment, he served as Deputy Minister of Justice.
Phan Van Mai, born in 1973 in Vinh Long, holds a master’s degree in economic management and bachelor’s degrees in business administration and English. He has been a member of the Party Central Committee for several terms and a National Assembly deputy for the 15th and 16th tenures.
Le Tan Toi, born in 1969 in Ca Mau, holds a doctorate in law. He is a member of the Party Central Committee for the 13th and 14th terms and a National Assembly deputy for three terms. He is a seconded Deputy Minister of Public Security and holds the rank of Senior Lieutenant General.
Nguyen Dac Vinh, born in 1972 in Nghe An, is an associate professor and holds a doctorate in chemistry. He has been a member of the Party Central Committee across multiple terms and a National Assembly deputy for four tenures.
Nguyen Thanh Hai, born in 1970 in Hanoi, is an associate professor with a doctorate in physics. She has been a member of the Party Central Committee for the 12th, 13th and 14th terms and a National Assembly deputy for four tenures.
Nguyen Huu Dong, born in 1972 in Phu Tho, holds a master’s degree in non-traditional security management and bachelor’s degrees in law and political science. He has been a member of the Party Central Committee for several terms and a National Assembly deputy for the 15th and 16th tenures.
Le Thi Nga, born in 1964 in Ha Tinh, holds a master’s degree in law. She is a member of the Party Central Committee for multiple terms and a veteran National Assembly deputy, having served across seven tenures.
Le Quang Manh, born in 1974 in Hanoi, holds a doctorate in economics along with master’s degrees in development economics and finance-banking. He has been a member of the Party Central Committee for the 13th and 14th terms and a National Assembly deputy for the 15th and 16th tenures.
