The Vietnamese Embassy in China held a ceremony in Beijing on January 22 to celebrate the 74th founding anniversary of Vietnam – China diplomatic relations (January 18, 1950 - 2024).

The event was attended by Chinese Vice Minister of Foreign Affairs Ma Zhaoxu, representatives of Chinese ministries, sectors, agencies, localities and businesses, experts, scholars and press agencies of both nations.

In his remarks, Vietnamese Ambassador Pham Sao Mai highlighted the significance of the establishment of the diplomatic ties between the two countries, and reviewed their cooperation achievements over the past time.

The Vietnam – China friendship, which was nurtured and fostered by Presidents Ho Chi Minh and Mao Zedong as well as generations of the two countries’ leaders, has become a valuable asset of the two nations, he said, adding the two countries' people have stood shoulder by shoulder and supported each other in their cause of national liberation and the process of national construction and development.

Amidst complicated and unprecedented developments across the globe, the Vietnam – China Comprehensive Strategic Cooperative Partnership has developed in a stable manner and recorded important progress thanks to the sound direction of high-level leaders of the two Parties and States as well as concerted efforts made by sectors and people of both sides, he said.

The Vietnamese diplomat recalled the recent state visit to Vietnam by General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping, during which General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong and the Chinese leader discussed and reached perceptions on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Vietnam – China community with a shared future that carries strategic significance for the happiness of the two nations' people and for peace and progress of the humankind.

Mai said that the stable Vietnam – China relations have played an important role in the development in each country, contributing to peace, cooperation and development in the region and the world.

The Vietnamese Party, State and people always attach much importance to consolidating and bolstering the friendship and cooperation with the Chinese Party, State and people, and consider developing the ties with China as a top priority and a strategic choice in the country’s foreign policy, he stressed.

He suggested that both sides should continue enhancing the exchange of delegations at all levels, fully and effectively carry out the perceptions reached by the two Parties and nations, enhance political trust, promote cooperation in economy, trade, investment, tourism, and properly control and handle disagreements on the basis of respect for each other’s legitimate interests and in line with international law.

Participants at the event congratulated Vietnam and China on the achievements they have attained over the past time.

Binh Duong expands cooperation with RoK city

The southern province of Binh Duong wants to develop the friendship and cooperation with Siheung city of the Republic of Korea’s Gyeonggi province so as to bolster socio-economic development in each locality, contributing to national and regional prosperity, Chairman of the provincial People’s Committee Vo Van Minh said on January 22.

Hosting a reception for a delegation from Siheung city led by Mayor Lim Byeong Taek, Minh briefed the guests on the province’s socio-economic development during the renewal process, including foreign investors’ registration of 40 billion USD in more than 4,000 projects.

Over the past time, the province has paid heed to expanding economic development cooperation with many countries, territories and cities across the globe, he said, adding Binh Duong has set up bilateral ties with 13 cities and provinces, including Daejeon city. The province’s Thu Dau Mot city will sign a cooperation deal with Siheung city in the coming time.

Lim Byeong Taek, for his part, spoke highly of the close collaboration between Binh Duong and Korean localities, laying stress on the Vietnamese province’s support for Korean enterprises over years.

He said Siheung will ink a cooperation agreement with Thu Dau Mot city across several socio-economic areas.

With 3.3 billion USD funneled into 763 projects, the RoK currently ranks 5th among 65 countries and territories landing investment in Binh Duong province. The investment capital is injected into the fields of automobile supporting industry, health care, pharmaceuticals, food processing, garment and textile, footwear, among others.

Leaders of the province have pledged to accompany Korean enterprises, remove bottlenecks and create favourable conditions for them to operate effectively in the locality.

Vietnam, Uzbekistan fortify collaboration

President of the Vietnam Union of Friendship Organisations (VUFO) Phan Anh Son hosted a reception in Hanoi on January 22 for a delegation of officials from Uzbekistan.

Son said the solidarity, friendship and cooperation between Vietnam and Uzbekistan, cultivated by their Governments and people, rest on a foundation of profound understanding, mutual respect and trust.

He wished that in the upcoming time, VUFO would continue working closely with agencies and embassy of Uzbekistan and various partners to facilitate connectivity and create conditions for further mutual understanding and bilateral cooperation in areas such as economy, trade, investment, culture, education, sports and tourism.

Notably, Son suggested that the Uzbekistani Government consider promptly opening a representative office in Hanoi, while Vietnam explores the possibility of reopening its representative office in Tashkent. Such offices, acting as crucial bridges, would play a pivotal role in promoting cooperative relations across sectors, including people-to-people diplomacy.

Zulaykho Makhkamova, Vice Prime Minister and Chairwoman of the State Committee of Family and Women, said the newly re-elected President of Uzbekistan has urged ministries and agencies to take measures to enhance cooperation with Vietnam across all aspects. The purpose of this visit is to further strengthen collaboration between the two countries in various fields, providing a robust foundation for the deepening of diplomatic relations and friendship between their people.

Iqboljon Ergashev, Chairman of the Committee for the Development of Silk and Wool Industry of Uzbekistan, affirmed that Vietnam and Uzbekistan hold great potential for collaboration in various sectors.

Uzbekistan is renowned for its cotton products, while Vietnam is well-known for silk, presenting an opportunity for mutual learning and cooperation, he said, adding that Uzbekistan is keen on gaining experience in silk production from Vietnam, and there are plans in place to strengthen bilateral collaboration in the silk and wool industry.

He expressed hope that following the visit, the cooperation between the two countries will be further boosted.

Stephanie Do told about her Vietnamese roots, and her path to the French parliament at a meeting with representatives of the Union of Vietnam Students in France (UEVF) and the Vietnamese community in Paris last weekend. 

Stephanie Do, the first Asian-origin member of the French parliament for the 2017-2022 tenure, said she wants to inspire young people and foster their confidence and resolve to gain successes, thus serving both the host country and the homeland, and contributing to the Vietnam-France relations.

UEVF President Nguyen Phan Bao Thuy said Stephanie Do’s success is the pride of the Vietnamese community in France, particularly youths, saying she is the inspiration and encouragement for young people to work harder in all fields.

Born in Vietnam and migrating to France when she was 11, Stephanie Do overcame all barriers to a migrant to become a member of the French parliament for the 2017-2022 tenure. During the five years, she also worked to promote the Vietnam-France relations in her capacity as President of the France-Vietnam Friendship Parliamentarians Group.

Her path to the French parliament is recounted in her recently-released book titled “Duong toi Quoc hoi cua nu Nghi si Phap goc Viet dau tien” (The road to the National Assembly of the first French congresswoman of Vietnamese origin).

Vietnam Airlines offers free Tet air tickets for needy workers

National flag carrier Vietnam Airlines will operate a free flight carrying disadvantaged workers from Ho Chi Minh City to Hanoi on January 29 as part of efforts to re-unite them with their families on the upcoming Lunar New Year, known locally as Tet.  

The workers on the flight all live in difficult circumstances, have relatives in need of special care, and have not been able to return home to their villages to celebrate Tet for several years.

The carrier will also prepare Tet gifts and support vehicles taking them from the airport to bus stations, where they can then catch buses to return to their respective home villages.

Following the festive period, flights bringing them back to Ho Chi Minh City will depart from Hanoi, Hai Phong, Vinh, Thanh Hoa, and Van Don.

The airline will also offer free tickets for those who register on its fanpage and website.

According to information given by Dang Anh Tuan, deputy general director of Vietnam Airlines, the flights are part of the “Flights of Love” campaign which aims to spread humane values for the wider community and social responsibility that the carrier has been promoting for years.

The expenses for the flights are supported by Vietnam Airlines and its partners at a charity auction.

Tet gatherings held in US, Japan

The Vietnamese Embassies in the US and Japan have organised gatherings to celebrate the traditional Lunar New Year (Tet) festival.

The event held on January 19 evening in Washington D.C saw the attendance of over 600 guests including overseas Vietnamese and US friends.

Speaking at the event, Vietnamese Ambassador to the US Nguyen Quoc Dung reviewed outstanding achievements of Vietnam’s socio-economic development and the Vietnam-US relations in 2023.

The Ambassador hailed the Vietnamese community's contributions to the country’s achievements and hoped that the community will keep growing, strengthening its solidarity and serving as a bridge that helped foster the Vietnam-US relations.

In a similar event held by the Vietnamese Embassy in Japan on January 21 evening in Tokyo, Vietnamese Ambassador to Japan Pham Quang Hieu sent his sympathies to all Japanese people and the Vietnamese community affected by the earthquake that occurred in Ishikawa prefecture.

He stressed that with the consensus and joint efforts of the entire nation, including overseas Vietnamese, Vietnam achieved great achievements in 2023 in spite of numerous many difficulties and challenges. 

Regarding Vietnam-Japan relations, the year 2023 was of special significance to the two countries, and they had jointly organised more than 500 activities to celebrate the 50th anniversary of the establishment of their diplomatic relations, the diplomat said. Particularly, on the occasion of the official visit to Japan by President Vo Van Thuong in November 2023, Vietnam and Japan upgraded their relations to a Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World – the highest level in Vietnam’s foreign relations.

He said overseas Vietnamese in Japan have made active and effective contributions to the great strides in the relations between the two countries.

Currently, more than 520,000 Vietnamese people are living, working and studying in Japan, making the Vietnamese community the second largest foreign community in Japan.

TV show features cải lương stars

Two cải lương (reformed opera) stars, Kim Cương and Lệ Thuỷ, will perform in a special TV show on Hồ Chí Minh City Television (HTV) next week.

The show, Nghệ Sĩ Tri Âm (Live for People), is part of HTV’s cultural and arts programmes to celebrate the coming Lunar New Year holiday, which begins on February 10 this year.

Cương and Thuỷ have worked to preserve cải lương, a 100-year-old theatrical form of the South. Their contribution helped to expand and develop the art genre between the 1950s and 1990s in the region.

They will perform famous extracts from Lá Sầu Riêng (Durian Leaf), a dramatic play about southern women under the feudal-colonial society of Việt Nam written and directed by Cương.

The play was first staged in Sài Gòn (now HCM City) in the 1960s and has been staged many times by leading art troupes.

“I’m very happy to perform with my idol, Kim Cương. I hope our art will help young people to learn more about the South’s traditional culture and lifestyle,” said celebrated artist Lệ Thuỷ.

Thủy became a star after working as a lead actress for the Kim Chung Theatre in Sài Gòn. Her voice and dance skills left a strong impression on audiences.

After 1975, she worked for the HCM City Music and Dance Theatre.

In 1984, she and her colleagues, People’s Artist Bạch Tuyết and Ngọc Giàu, were invited to perform cải lương in France. Their performance impressed many overseas Vietnamese and foreigners.

Thủy won several top prizes at national traditional theatre competitions and festivals. She has performed in more than 300 plays, videos and films.

In 2020, Thuỷ released a YouTube series featuring her life and career called Hồi Ký Một Kiếp Cầm Ca - Sinh Ra Để Hát (Memoirs of a Performer - Born to Be on Stage).

The work includes 32 episodes that tell many stories about Thủy’s career. It helps viewers, particularly young ones, learn more about cải lương and the art’s development in Vietnamese theatre.

It has attracted more than 3 million views.

Cương’s love for cải lương came from her parents, the late talented performers Nguyễn Phước Cương and Bảy Nam who were owners of the Đại Phước Cương Troupe, one of the region’s leading troupes.

She started her professional career when she was 17, performing with her mother, Nam, and actresses Phùng Há and Năm Phỉ, who are recognised as cải lương gurus.

In the 1960s, Cương became involved in modern drama and worked to combine it with cải lương.

She later established the Kim Cương Drama Troupe that grew to have more than 70 actors as its members. They performed dozens of plays written by Cương, mostly on the topics of women, love, family and social problems in the south.

Cương wrote and directed 50 plays during her career, most of which highlighted southern women and their character.

“Cải lương is still alive after a century. My younger colleagues are working to preserve and develop the art,” said 84-year-old Cương.

The show Nghệ Sĩ Tri Âm featuring Cương and Thuỷ will air at 8pm on HTV9 channel on January 28. 

Quang Binh woman wanted by Interpol arrested at Noi Bai Airport

Police operating in Quang Trach district, the central province of Quang Binh, said on January 22 that they successfully arrested a local woman named Le Thi Diem My, who is currently wanted by Interpol, immediately after she landed at Noi Bai International Airport.

According to details of the arrest, My, 30, residing in Canh Thuong village of Canh Duong commune in Quang Trach district, was wanted in relation to a gambling case on January, 2021. She had previously fled from her place of residence right after the police commenced criminal proceeding against her.

In order to promptly arrest her, police issued a nationwide arrest warrant and also asked Interpol to issue an international warrant for the Vietnamese citizen.

Police were able to discover My’s return following a tip off from a private source. Following this, the police apprehended the suspect as she arrived at Noi Bai International Airport from Japan on January 19.

The case is currently under further investigation.

Lao Cai firm fined for polluting Red River

The Hieu Hung Food Processing Company was fined VND840 million for discharging wastewater that exceeded the allowed level into the Red River, causing serious pollution at a section of the river in Van Ban District.

According to a report by the Lao Cai Provincial People's Committee, Hieu Hung, which processed cassava powder, was allowed to discharge a maximum of 18.75 cubic metres of wastewater per hour. However, local authorities checked the company on December 15, 2023, and discovered they were discharging 655.40 cubic metres per hour.

"We've decided to issue a fine of VND840 million against the company for their violations," the committee said. "Hieu Hung has also been asked to solve the problem and send a report to us within 30 days."

Earlier people living around the company's plant in Tan An Commune, Van Ban District complained about the serious environmental pollution in the Red River.

According to residents, the river water had turned black with a bad odour over recent years.

The Tan An Cassava Processing Plant has been operating since 2005 on a total area of 18 hectares. The VND242-billion plant produces 250 tonnes of cassava powder daily.

Vietnam is only country in Asia targeting multidimensional poverty reduction

Vietnam has been recognised by the international community as a bright spot in poverty reduction and is the only country throughout Asia that is carrying out a multi-dimensional, inclusive, and sustainable poverty reduction programme. 

Hunger eradication and poverty reduction represent the most important goals of the Vietnamese Party and State as part of the national construction process.

Recent years has seen the nation record remarkable achievements in hunger eradication and poverty reduction. Indeed, it is currently among the first 30 countries in the world and the first in Asia to apply a multi-dimensional poverty standard, ensuring a minimum standard of living and a lack of access to basic six-dimensional social services, including employment, health care, education, housing, domestic water and sanitation, and information.

The Prime Minister has therefore issued Resolution No. 90, adopting the implementation of the National Target Program for sustainable poverty reduction for the 2021 to 2025 period. Deputy Minister of Labor, War Invalids and Social Affairs Le Van Thanh said that this represents the second phase that the nation has carried out in the multidimensional poverty standard.

​The 2021 to 2025 poverty reduction scheme has fundamentally changed its goals and requirements, with higher requirements than previous periods and a specific focus on the most difficult area of the country.

Accordingly, the total capital for implementing the programme is at least VND75,000 billion.

The National Assembly has also devised principles and solutions aimed at carrying out the scheme targeting poor districts and communes with special difficulties in coastal areas. In addition, support priorities are given to poor ethnic minority households, poor households whose members had contributed to the revolution, and children and women from poor households.

This year the country has passed halfway to sustainable poverty reduction for the 2021 to 2025 period.

Deputy Minister Thanh emphasized that after three years of implementing the programme, positive results have been achieved. As a result, the annual poverty reduction rate has met and exceeded the set targets.

There have been 10 extremely difficult communes in coastal areas and islands that have escaped poverty, whilst the lives of poor households, near-poor households, and poor core areas have significantly improved.

Deputy Minister Thanh attributed the result to the poverty reduction efforts of the entire political system, all levels, sectors, localities, and drastic changes in public awareness.

As a means of achieving the poverty reduction goal for the 2021 to 2025 period, with the rate of poor households according to the multidimensional poverty standard maintaining a reduction of 1.0% to 1.5% per year; the rate of poor ethnic minority households dropping by over 3.0% per year; 30% of poor districts, 30% of extremely difficult communes in  coastal and island areas having escaped poverty and extreme difficulties; the rate of poor households in poor districts falling by 4% to 5% per year, the Ministry of Labor, Invalids and Social Affairs has continued to implement specific solutions.

In particular, the Ministry has gone ahead with implementing Directive No. 05 of the Secretariat on strengthening the Party's leadership for sustainable poverty reduction until 2030, fine-tuning poverty reduction mechanisms and policies, and promoting the internal strength of people and communities to escape poverty.

This also includes the full and timely implementation of current poverty reduction policies and the National Poverty Reduction Target Program for the 2021 to 2025 period.

The Ministry of Labor, Invalids and Social Affairs also periodically reviews poor and near-poor households in 2024 according to the multidimensional poverty line for the 2021 to 2025 period and seeks to strengthen inspection and supervision of its implementation in order to achieve the set goals.

Extended Producer Responsibility a tool to promote recycling industry, circular economy

Extended Producer Responsibility is a new policy approach to deal with wastes, promote recycling and help the Government to achieve its environmental goals.

Phan Tuấn Hùng, director of the National Extended Producer Responsibility Council Office, said if properly and fully implemented EPR would ensure the circulation of resources between the input and waste stages in the production process and help achieve the goal of no emissions.

“No matter what form of recycling a manufacturing enterprise chooses, cash will flow to businesses that collect and recycle waste,” Hùng was quoted by Vietnam News Agency's Tin Tức (News) newspaper as saying.

But only advanced and modern recycling technologies that meet environmental standards would benefit from the EPR policy, he stressed.

Small recyclers who struggle to acquire advanced technologies should join hands, he added.

This is the first year of EPR implementation in Việt Nam, and the hope is to create a change in the process of promoting the circular economy.

Local manufacturers and importers have embraced EPR quite early.

In 2021 nine enterprises, TH Group, Coca-Cola, FrieslandCampina, La Vie, Nestle, Nutifood, Suntory PepsiCo, Tetra Pak, and Universal Robina Corporation established the Packaging Recycling Organisation Việt Nam.

Its mission is to develop a strong packaging collection and recycling eco-system that helps increase recycling rates and minimise the rate of packaging discharged into the environment.

It has helped raise consumer awareness about recycling and waste classification and strengthen the existing packaging collection eco-system.

It has also supported the recycling programmes of treatment plants and factories that produce recycled materials.

In addition to the organisation’s efforts, its members have also actively responded and signed co-operation agreements with recyclers.

Suntory PepsiCo Việt Nam Beverage and DUYTAN Plastic Recycling signed a strategic agreement for the supply of recycled plastic to the former to make packaging for its products in 2022-26.

In October 2023 La Vie Limited Liability Company signed a memorandum of understanding for a waste-plastic collection and recycling co-operation programme with DUYTAN Plastic Recycling.

Under the five-year programme the two have a target of collecting and recycling 11,000 tonnes of plastic waste.

In November FrieslandCampina Việt Nam signed an agreement with Đồng Tiến Bình Dương Paper Company Limited and Trường Thịnh Mechanical Construction Company Limited to improve its waste-packaging collection and recycling capacity.

Many Vietnamese businesses are also seeking to invest in recycling plants.

DUYTAN Plastic Recycling has invested US$60 million in a plastic recycling plant that used Bottle to Bottle technology. The technology allows plastic to be recycled up to 50 times.

The factory is now among the five most modern and largest that recycle plastic in the world.

It has a capacity of 40,000 tonnes a year.

Vietcycle Corporation and ALBA Group have established a 48,000-tonne recycling plant at a cost of $50 million. It uses technology from Germany to recycle and create rPET plastic that meets international standards. It is the first in the north to recycle and make food-grade plastic.

EPR is enshrined in the 2020 Law on Environmental Protection.

In addition to the goal of increasing reuse, recycling and minimising waste, EPR will change manufacturers and consumers’ habits, increase the use of environment-friendly materials, reduce plastic waste, and help achieve a circular economy.

Its Article 54 stipulates that manufacturers and importers are responsible for recycling products and packaging.

Manufacturers and importers of six groups of products and packaging - tires and tubes, batteries and accumulators, lubricants, packaged products (such as food, cosmetics, drugs, fertilisers, animal feed, veterinary drugs, cement, detergents and preparations for household, agricultural and medical use), electricity and electronics, and vehicles -- are responsible for recycling products and packaging based on the mandatory recycling rate and recycling specifications.

They have the option instead of paying the Việt Nam Environmental Protection Fund to recycle their products.

Their deadlines are staggered between 2024 and 2027.

Manufacturers and importers of six other groups of products and packaging ­­- plant protection drugs, disposable batteries, nappies, sanitary napkins, disposable wet wipes, chewing gum, cigarettes, and certain products and goods containing synthetic plastic ingredients - have been paying the fund for recycling since 2022.

NA Chairman extends Tet greetings to families of late top legislators

Chairman of the National Assembly Vuong Dinh Hue paid pre-Tet visits to the families of late top legislators Bui Bang Doan and Le Quang Dao on January 22.

He offered incense in tribute to Doan and Dao, who contributed greatly to the revolutionary cause of the Party, people and National Assembly.

Meeting Nguyen Nguyet Tue, spouse of late NA Chairman Le Quang Dao, and doctor Bui Nghia, son of late head of the NA Standing Committee (now NA Chairman) Bui Bang Doan, Hue highlighted the achievements across politics, diplomacy, economy, society and security & defence that the country has carved out over the past years.

Inheriting and promoting the success of the legislature of previous tenures, with significant contributions made by Doan and Dao, the 15th NA has made a multitude of innovations that help improve the operation quality and efficiency and receive enthusiastic support and confidence from voters and people nationwide, he said.

He underscored that at its freshly concluded 5th extraordinary meeting, the NA adopted several important bills, including revised land law and revised law on credit institutions, adding the NA Standing Committee and competent quarters are making meticulous preparations for a ceremony to mark the 80th anniversary of the first general election of Vietnam (January 1, 1946-2026) with part of it dedicated to Doan and Dao.

Hue took the occasion to extend the warmest Tet greetings to the families of the late parliamentary leaders, expressing his hope that they will continue contributing to the national construction cause as desired by the late leaders.

For their parts, the representatives of Doan and Dao’s families thanked the top legislator for the visit and Tet greetings.

Doan was the head of the NA Standing Committee between 1946 and 1955, during which he promoted national solidarity to mobilise people from all walks of life to join the resistance war to protect the nation. Besides, he made considerable contributions to the restructuring of the Government as well as rolled out effective economic, agricultural tax and land policies.

As the Chairman of the 8th NA (1987-1992), Dao was responsible for building a legal framework that served as a foundation for the country’s renewal process initiated by the Party at its 6th National Congress.

New Year gifts, scholarships bring joy to Cambodians of Vietnamese origin

Nearly 500 gifts and scholarships have been presented to Cambodians of Vietnamese origin in Phnom Penh and Kandal province of Cambodia, in an endeavor to bring a more warm and happy Lunar New Year (Tet) Festival to them.

The event, lasting from January 21-23, is a joint effort by Sen Vang Advertising Commercial JSC, the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Khmer-Vietnamese Association in Cambodia (KVA), and the Vietnamese Embassy in Cambodia. 

Each gift, meticulously composed of books, clothing, sweets and essential items, is designed to bring joy and warmth to students, children of KVA officials and disadvantaged families.

KVA President Sim Chy said in the coming time, KVA will work closely with the Vietnamese Embassy, representative agencies, along with businesses at home and abroad, to hold impactful activities in support of Cambodians of Vietnamese origin, particularly addressing concerns related to their legal documents, living standards and access to education for their children.

As the Lunar New Year 2024 approaches, a number of Vietnamese enterprises and philanthropists have been actively visiting various Cambodian localities to deliver heartfelt gifts to poor families of Vietnamese descent.

President welcomes Governor of Fukuoka prefecture

President Vo Van Thuong hosted a reception in Hanoi on January 22 for Governor of Fukuoka prefecture Hattori Seitaro, the first leader of a Japanese prefecture to visit Vietnam this year.

President Thuong said the visit contributed to further deepening the comprehensive strategic partnership for peace and prosperity in Asia and the world between Vietnam and Japan.

Commending the fruitful collaboration between Hanoi and Fukuoka, he expressed his hope for the continued development of new and more effective cooperation programmes during the visit.

The President suggested the Governor facilitate people-to-people exchanges between Vietnam and Japan, and specifically between Hanoi and Fukuoka, especially holiday tourism for Japanese students to visit Vietnam and vice versa.

In addition to encouraging Japanese businesses and those from Fukuoka to expand their operations in Vietnam, he emphasised the importance of partnership with Vietnamese firms, especially in the areas of their strength such as highly skilled workforce training.

The President wished that leaders of Fukuoka would continue providing the best conditions for Vietnamese people and welcoming more Vietnamese to the country for study and working in the near future.

The Governor, for his part, said Fukuoka and Hanoi would continue discussing and launching new cooperation programmes during his visit.

Alongside friendly cooperation activities, Fukuoka has focused on people-to-people exchanges between the two countries, especially fostering exchanges with Vietnamese who are studying and living in the prefecture, he said.

Expressing his desire to further enhance cooperation and exchange activities across various fields between Fukuoka and Hanoi, he looked forward to receiving support from the President in this endeavor.

Vietnam, Canada launch military training on exercise planning process

The Vietnam Department of Peacekeeping Operations, in collaboration with relevant agencies and units, on January 22 launched a training course on exercise planning process in 2024 between Vietnam and Canada.

This is the third time Vietnam and Canada have co-hosted an international intensive training course at the Vietnamese department.

The course from January 19 to February 2 aims to equip knowledge and skills about the exercise planning process for officers of the Vietnam People's Army (VPA) and partner countries within the framework of Canada's Military Training and Cooperation Programme (MTCP). The aim is to improve the capacity of organising international intensive training courses and developing a contingent of lecturers on UN peacekeeping, thus contributing to strengthening friendship and cooperation between Vietnam and Canada and international partners in the field of peacekeeping.

Canadian Defence Attaché in Vietnam Lieutenant Colonel Paul Payne said that the training course will introduce trainees to the exercise planning process based on the North Atlantic Treaty Organisation (NATO)’s training and exercise documents.

Colonel Pham Manh Thang, Director of the Vietnam Department of Peacekeeping Operations, said this training course attracted the participation of 37 trainees from nine partner countries of Canada's MTCP, namely Bangladesh, Indonesia, Malaysia, Mongolia, Nepal, Pakistan, the Philippines, Thailand and Vietnam.

In 2018, Vietnam and Canada signed a Memorandum of Understanding on military training cooperation. Since then, more than 130 VPA officers have participated in training in Canada and other countries. The scope of training cooperation between Canada and Vietnam has been expanded from language training and logistics to security training courses.

HCM City Archdiocese takes actions to protect environment

The Ho Chi Minh City Archdiocese on January 22 launched an action programme on environmental protection in all parishes.

Priest Nguyen Thanh Tin, head of the Environment Division of the HCM City Archdiocese, said that the archdiocese has sent 500 trash bins to 203 parishes’ churches and locations of mission for garbage sorting.

At the same time, an environment education programme for the local Catholic community, especially the youth, he said.

Priest Nguyen Nang, Archbishop of the HCM City Archdiocese, said that he has asked priests across the archdiocese to spend at least 10 minutes before each preaching on environment education for youngsters.

After three years of research, the HCM City Archdiocese has completed and introduced a textbook on environmental protection to be used in preaching programme for Catholic youth and children from four years old. The textbook provides general knowledge on the environmental situation in the world and Vietnam, an insight on the significance of environmental protection, and guidance on specific actions to protect the environment, he said.

Priest Nguyen Thanh Tin underlined that the progamme has no ending point, aiming to enhance public awareness of environmental protection, turning it into a part of the lifestyle and behaviour of Catholics and the whole society.

The supply of three-compartment trash bins to churches will enable them to sort out trash following the Law on Environmental Protection 2020.

The HCM City Archdiocese also aims to provide three-compartment trash bins for free or at low prices to all Catholic households with the support of donors.

Ambassador suggests stronger Vietnam - France health cooperation

French Ambassador to Vietnam Olivier Brochet has suggested the two countries enhance ties in medical research, saying health care is among outstanding pillars of bilateral cooperation.

He made the remarks while addressing a workshop held in Hanoi on January 22 to discuss how to improve the management of chronic diseases in Vietnam.

Brochet said chronic diseases are among global concerns, and the two countries should work together to seek long-term solutions to this issue.

Amid economic development, people’s improved living conditions and better health services, new health challenges have also emerged. Such chronic diseases as cardiovascular diseases, diabetes, and respiratory illnesses have been on the rise, requiring France and Vietnam further boost cooperation in this field since the health problems strongly affect people’s life, he went on.

Describing health care as one of outstanding pillars of bilateral cooperation, the ambassador elaborated that more than 3,000 Vietnamese doctors have received training in France while many joint research projects have been carried out.

He considered the workshop, held by the French Embassy, the French Chamber of Commerce and Industry in Vietnam and Vietnam Social Security (VSS), as a demonstration of the common determination to further strengthen ties in health care, including sharing experience in and devising better policies on the prevention, early diagnosis, treatment, and monitoring of chronic diseases.

The diplomat called on the two sides to reinforce partnerships in researching new pharmaceuticals, therapies, and treatment approaches, adding that his embassy will assist French businesses to bolster ties with partners in Vietnam.

In his speech, VSS Deputy General Director Nguyen Duc Hoa noted the Vietnamese Government has increased investment in grassroots health care, including the prevention, management, and treatment of non-communicable diseases.

The health insurance coverage has been expanded, from 47% of the population in 2008 to 93.35% in 2023, towards the goal of full coverage. The health insurance fund has an increasingly important role to play in healthcare spending, he said.

However, the official also pointed out certain challenges, including unchanged levels of insurance premiums since 2009, continually increased benefits for insurance contributors, rising expenses of insurance-covered medical services, fast population aging, growing non-communicable diseases, and mounting costs for chronic disease treatment.

Given this, learning international experience in building health insurance policies is always a priority of VSS, Hoa added.

At the workshop, participants shared other countries’ experience in chronic disease management. They also suggested policies on the management of those diseases and the health insurance fund.
