Under the plan, the Government Party Committee is tasked with leading and directing amendments to existing laws or proposing legal revisions, particularly in organizational structure, administrative decentralization, and administrative procedure reform, to ensure a streamlined, effective, and efficient grassroots government system.

Model commune-level administrative units under study

The Politburo has instructed the Government Party Committee to study the establishment of special economic zones to create new development space. Based on proposals from provincial and municipal Party committees, it is also required to research a model of exemplary commune-level administrative units that would serve as development hubs, with the goal of making commune-level governments genuine operational centers at the grassroots level. The proposal must be submitted to the Politburo and completed this year.

Another assigned task is to develop an organizational framework for agencies, units, and organizations within the state administrative system at the central, provincial, and commune levels. The framework should reflect the functions, responsibilities, authority, sectors, and geographical characteristics of different areas, including special urban centers, urban areas, plains, and mountainous regions, while maintaining core organizational principles.

Public universities and hospitals to be streamlined

A key directive requires the restructuring of public higher education institutions.

Under the plan, multidisciplinary public universities will be transferred to the Ministry of Education and Training or local authorities for management. Institutions located in the same area will be merged or consolidated, except those operating in specialized fields.

The Politburo has set a target of reducing the number of public higher education institutions by at least 20%, with the restructuring to be completed before April 1, 2027.

For vocational and continuing education institutions, the Politburo directed that public vocational schools currently managed by ministries and central agencies be transferred to local governments, except for institutions in specialized sectors. The number of public vocational education institutions is to be reduced by at least 30%, with this task scheduled for completion before October 1.

The Politburo also instructed the Government Party Committee to reorganize the healthcare sector by reducing the number of hospitals and higher education institutions directly under the Ministry of Health, while also streamlining forensic medicine and forensic psychiatry organizations.

The organizational model for commune-level health stations is to be further refined to ensure residents receive essential primary healthcare services locally. Regional health centers are also to be reorganized to improve efficiency and eliminate overlapping responsibilities.

Another task assigned to the Government Party Committee is to review, supplement, and improve regulations that encourage and protect officials who demonstrate innovation, initiative, and accountability in serving the public interest. The revised regulations should clearly define eligibility criteria, implementation conditions, decision-making authority, responsibilities of relevant agencies, and procedures for handling specific cases.

VFF and mass organizations to complete restructuring

The Politburo instructed the Party Committee of the Vietnam Fatherland Front (VFF) and central mass organizations to coordinate with the Central Commission for Information, Education and Mass Mobilization in promptly transferring and receiving advisory functions related to mass mobilization.

The committee is also required to review and submit new regulations on organizational functions and responsibilities for approval, while reorganizing subordinate structures. These tasks are to be completed in August.

In addition, the committee is tasked with proposing revisions to regulations governing the organization and operation of mass associations assigned responsibilities by the Party and the State.

During the 2026–2027 period, the Politburo also called for the accelerated restructuring and streamlining of newspapers, magazines, and public service units under the Vietnam Fatherland Front, socio-political organizations, and Party- and State-assigned mass organizations in accordance with previous conclusions issued by the Party Central Committee, the Politburo, and the Secretariat.

Staffing plan for 2027–2031

The Politburo instructed the Party Central Committee's Organization Commission to review and amend regulations governing organizational functions, responsibilities, staffing, personnel management, working rules, and coordination mechanisms to ensure consistency with the Party Charter's implementation regulations and the pilot organizational model for the next phase.

The commission is also tasked with preparing a proposal to revise the functions and responsibilities of specialized advisory agencies assisting provincial and commune-level Party committees, including adjustments to the responsibilities of propaganda bodies, ensuring consistency with the transfer of mass mobilization advisory functions to the Party Committee of the Vietnam Fatherland Front and central mass organizations.

Notably, the Politburo called for research into transferring political theory training and professional development responsibilities from commune, ward, and special-zone political centers to provincial political schools.

Another assignment is to study a vertically integrated organizational model for the Party's internal affairs and inspection agencies, as well as the State Inspectorate, operating under a dual leadership mechanism at both central and local levels. The proposal is to be reported to the Politburo and completed in October.

The Organization Commission has also been assigned to advise the Politburo on staffing allocations for the 2027–2031 period across local governments, agencies, organizations, and institutions throughout Vietnam's political system.
