Vietnam’s National Assembly in 2025 marked a watershed year of legislative achievement, passing 89 laws and 91 resolutions, amending the Constitution, and pioneering first-ever national forums and digital innovations, setting records in both volume and substance.

On June 16, 2025, during its 9th session, the 15th National Assembly passed a Resolution amending and supplementing several provisions of the Constitution, establishing a constitutional foundation for a stronger, reformed political system and two-tier local government structure - designed to meet the demands of a thriving, prosperous new era.

The drafting process was methodical and inclusive. For the first time, public feedback was gathered via the VNeID digital platform, resulting in over 280 million contributions, with 99.75% consensus - a testament to national unity and democratic participation.

The resolution received unanimous approval from all deputies present - a powerful endorsement of the Party’s vision and the people's trust.

The year also saw a record number of laws passed - 89 laws and 91 resolutions across three sessions, accounting for more than 40% of all legislation passed in the entire 15th term.

Notably, the Standing Committee of the National Assembly organized, for the first time, the National Forum on Law-Making, under the theme “Perfecting Institutions to Meet National Development Needs in the New Era.”

It also hosted the first Forum on Parliamentary Oversight, following the adoption of the revised Law on Oversight Activities, effective from March 2026. These initiatives reflect a strong commitment to transparency, accountability, and development-oriented legislative oversight.

During the historic 10th session, the National Assembly introduced bold mechanisms and strategic investments, including:

National energy development policy for 2026–2030

Metro rail infrastructure expansion

A special resolution to revive the Ninh Thuan nuclear power project

Approval for the Gia Binh International Airport project

Groundbreaking pilot mechanisms to develop Hanoi, foster innovation, promote AI, and establish a Vietnam International Financial Center

For the first time, the Assembly approved two new National Target Programs on modernizing education and healthcare, with wide-ranging socio-economic and humanitarian implications.

To mark the 80th anniversary of Vietnam’s National Assembly, on August 27, 2025, Party General Secretary To Lam met with nearly 2,000 current and former deputies in a gathering that symbolized continuity, unity, and gratitude across legislative generations.

In 2025, the Assembly passed 38 laws and 37 accompanying legal documents to restructure Vietnam’s political-administrative apparatus, officially rolling out a comprehensive two-tier local government model.

This institutional reform cut the number of parliamentary committees from 13 to 8, streamlining operations and enhancing clarity of functions.

The Standing Committee also approved 34 resolutions to reorganize commune-level administrative units in 34 provinces and cities.

On September 25, 2025, the first-ever Congress of the National Assembly Party Committee was held, launching the 2025–2030 term under the theme of building a modern, clean, and effective legislative body to lead the nation into a new era of prosperity and civilization.

The Party Central Committee had earlier issued Decision No. 244-QĐ/TW to formally establish the National Assembly Party Committee, replacing the Party Delegation - a key step to consolidate leadership and boost effectiveness.

Vietnam’s parliamentary diplomacy also made significant strides, contributing to national foreign policy objectives.

Parliamentary leaders engaged in high-level talks with 15 parliamentary delegations, participated in IPU-150 in Uzbekistan, attended the 6th World Conference of Speakers of Parliament in Switzerland, and led Vietnam’s delegation to AIPA-46 in Malaysia.

Vietnam’s legislature actively deepened ties with strategic partners, promoted multilateral parliamentary engagement through IPU, AIPA, APF, and extended outreach to traditional allies.

In a digital leap, the Assembly launched the initiative “Binh dan hoc vu so – Digital Parliament,” standardizing 300+ traditional workflows into 25 digital processes.

On September 13, 2025, Party and State leaders inaugurated this online knowledge platform, affirming Vietnam’s determination to digitize legislation and parliamentary operations through AI and digital tools.

Another first was the successful National Assembly Patriotic Emulation Congress held on November 29, 2025, recognizing outstanding contributions and launching the 2025–2030 movement, aimed at strengthening solidarity, creativity, and excellence within legislative bodies.
