The national digital learning resources system will serve as a shared digital infrastructure for general education, managed centrally by the government.
The project aims to develop a core national collection of learning materials covering subjects and grade levels under Vietnam's general education curriculum, with priority given to interactive multimedia content, realistic simulations and virtual experiments.
All students, teachers and education administrators nationwide will have free access to high-quality, standardized digital learning resources. Priority will be given to infrastructure, equipment and access solutions for ethnic minority and mountainous communities, as well as students with disabilities.
The initiative seeks to build a modern, integrated and interconnected system to support innovation in general education.
A national digital learning portal will be developed and operated to meet the needs of all general education institutions nationwide, in accordance with the scale and technical requirements approved by the relevant authorities.
Teachers, education administrators and students will also receive digital skills training in phases, enabling them to access, use and contribute digital learning materials.
The project also sets out requirements for data connectivity, sharing and user authentication. Standardized learning resource catalogs and data will be linked with relevant national databases and data platforms, including Vietnam's national digital identity application, VNeID, and other appropriate authentication methods.
Students without electronic identification accounts must not be denied access to learning resources. Publicly available, free materials will not require users to log in.
The project also aims to ensure that students in ethnic minority and mountainous areas can access the same high-quality educational resources as those in urban and more advantaged regions, helping narrow educational disparities across the country.
System structure and implementation
The system will comprise a digital learning portal, a national digital resource repository, a platform for managing and accessing learning materials, data systems and connectivity services, and the technical infrastructure needed for its operation.
Artificial intelligence will be used to support the management, classification, search, recommendation and use of digital learning materials.
The Ministry of Education and Training will lead the development and implementation of the system's management and operational framework, as well as its technical requirements, either within its authority or through submission to the relevant authorities for approval in accordance with the law.
The project will be implemented in two phases.
During the first phase, from 2026 to 2027, relevant agencies will finalize the legal framework and technical standards, develop and pilot the initial versions of the digital learning portal and its management platform, and complete a core collection of learning resources for the pilot program.
Key personnel will then receive training before the system is tested in selected localities.
In the second phase, from 2028 to 2030, the system will be further refined based on the pilot results and gradually expanded nationwide.
The project targets connecting all general education institutions to the platform and bringing them into active use of the system before 2030.
