In the past, to find information and documents as well as ideas for articles, I used Google. But in recent months, after Open AI's ChatGPT was introduced, my use of the search engine has decreased. Microsoft has invested $10 billion in the startup Open AI, kicking off the search engine war, the field dominated by Google for more than 20 years.

In fact, most countries in general and Vietnam in particular have developed AI development strategies. However, as the world is changing rapidly, it is necessary to immediately update the strategy for developing the large language model, a branch that is occupying a central position in today's strategic activities.

The application of AI increases work efficiency by 4.5 times and brings about large socio-economic values. The need to have a ChatGPT service of Vietnamese, mastered by the Vietnamese and serving the practical needs of Vietnamese people is absolutely essential.

The government needs to act quickly. Vietnam should apply the achievements of mankind instead of reinventing it from the start. Thus, it can use the existing large language models in both closed and open forms.

Regarding human resources, the field of AI requires talent but this is the strength of Vietnam. Vietnamese are good at researching and applying AI. But Vietnam needs a mechanism and coordination, which are lacking for projects at a national strategic level.

In short, the emergence of large language models, such as ChatGPT, has brought a new era of AI technology, and has the potential to revolutionize the way we interact with computers and the world around us.

However, the limited availability of non-English languages and the high cost of training and operating these models present a significant challenge for widespread use in countries like Vietnam. 

To address this challenge, it is essential that the government and large businesses invest in developing a large language model that serves the practical needs of the Vietnamese people. By using existing open source models such as Bloom and OPT-175B, as well as investing in the necessary hardware and data preparation, Vietnam can leverage the power of AI to increase work efficiency and bring huge socio-economic benefits to its people.

The Vietnamese governments and businesses should take action quickly to update AI development strategies and prioritize the development of ChatGPT services for Vietnamese people so that no one is left behind in the race for technological innovation and Vietnamese people can enjoy the full potential of this new technology.
