The Ho Chi Minh City Party Committee held a conference on October 16 to announce several personnel appointments. The event was chaired by Nguyen Phuoc Loc, a member of the Communist Party of Vietnam Central Committee, deputy secretary of the municipal Party Committee and chairman of the city's Vietnam Fatherland Front Committee.

Under the decision, the Standing Board of the HCM City Party Committee appointed Bui Thanh Nhan, a member of the municipal Party Committee's Standing Board, vice chairman of the city's Vietnam Fatherland Front Committee and chairman of the HCM City Federation of Labor, as head of the municipal Party Committee's Propaganda Department for a five-year term.

Nhan succeeds Duong Anh Duc, who has taken up the position of secretary of the Party Committee overseeing universities and colleges in HCM City.

Born in 1974 in HCM City, Nhan holds a master's degree in business administration, bachelor's degrees in business administration and English language, and an advanced qualification in political theory.

He has held several senior positions, including chairman of the Binh Duong Provincial Federation of Labor and head of the former Binh Duong Provincial Party Committee's Propaganda and Mass Mobilization Department.

On July 1, 2025, he was appointed chairman of the HCM City Federation of Labor for the 2023-2028 term.

In December 2025, he was additionally elected to the Executive Committee and Presidium of the 13th Vietnam General Confederation of Labor.

In June 2026, at the 14th Vietnam Trade Union Congress for the 2026-2031 term, he was re-elected to the Standing Committee of the confederation.

Before becoming chairman of the HCM City Federation of Labor, Nhan had spent more than 20 years working with trade unions, gaining extensive experience in union activities and maintaining close ties with workers.

On the same day, the Standing Board of the HCM City Party Committee announced decisions to establish two new Party organizations overseeing the city's healthcare institutions and universities and colleges.

Duong Anh Duc, a member of the municipal Party Committee's Standing Board and outgoing head of its Propaganda Department, was appointed secretary of the Party Committee overseeing universities and colleges in HCM City.

Truong Quoc Lam, Party secretary and chairman of the People's Council of Phu Tho Ward, was appointed deputy secretary of the same Party Committee, concurrently serving as chairman of its Inspection Commission.

Tran Tuan Linh, a member of the municipal Party Committee's Standing Board, Party secretary and chairman of the People's Council of Ba Ria Ward, was appointed secretary of the Party Committee overseeing HCM City's healthcare institutions.

Tran Hoang Quan, an official of the municipal Party Committee's Organization Department, was appointed deputy secretary of the Party Committee overseeing healthcare institutions.

At the conference, Le Truong Hai Hieu, Party secretary and chairman of the People's Council of An Lac Ward, was transferred and appointed deputy head of the HCM City Party Committee's Organization Department.

Ho Thi Anh Tuyet, standing deputy secretary of the HCM City Youth Union, was appointed Party secretary of Ba Ria Ward.

Le Van Phong, deputy secretary of the Party Committee overseeing HCM City's Party agencies, was appointed Party secretary of Phu Tho Ward.
