Hanh from Binh Tan district, who has many years’ experience in providing garbage collection service, said she had attended the bid for the right to collect garbage in the locality. 

“The competition is very stiff. We have to struggle to win the bid,” she said. 

“We have to commit to satisfy a lot of requirements, from the high quality of services and the amount of money to pay to local authorities,” she said.

Nguyen Van Minh in district 12 said that he did not have to attend bids. Minh and other people in the same residential quarter registered at the local authorities to undertake the work of collecting garbage in Thanh Loc and Thanh Xuan Wards.

The garbage is carried to Hiep Thanh landfill for classification before it is taken to Da Phuoc waste treatment complex. 

According to Minh, he has to pay two expenditures to the local authorities and the landfill management board. The workers receive 90 percent of the fee Minh collects from households.

My, a member of Thong Nhat Cooperative My and some other members are assigned to collect garbage from 400 households on Chu Van An street of Binh Thanh district. 

She has to work from 5 pm every day until midnight. After collecting garbage, she has to deliver the garbage to the district’s public service company for treatment.

“Every household has to pay VND30,000 a month. We collect money directly from them and pocket 90 percent, while 10 percent of the money will be transferred to the cooperative,” My explained.

Meanwhile, Nguyen Kim Hoa, chair of Lien Minh Environment Service Cooperative, said the cooperative sends workers to every household to collect garbage and service fees, which is set by the local authorities.

Every household in the inner city has to pay VND15,000-20,000 a month, while every household in the suburbs has to pay VND10,000-15,000. The households which discharge large volumes of garbage, schools, small-scale restaurants and agencies pay in accordance with the volumes of garbage, between VND60,000 and VND110,000.

Garbage collectors receive 90 percent of revenue, while the cooperative 10 percent. However, if the cooperative has to pay 3 percent to money collectors and 3 percent to local authorities, it pockets only 4 percent of revenue.

According to Huynh Minh Nhut, director of the HCM City Urban Environment Service Company, there is a healthy competition in the market. 

“A lot of privately-run establishments set service fee themselves, ignoring the city authorities’ price frame,” he said.
