Authorities in Da Nang have approved an investment of more than VND6.2 trillion (approximately US$237 million) to complete the remaining shared infrastructure at Lien Chieu Port, a key project intended to transform the facility into an international gateway port and logistics hub for central Vietnam.

The investment policy was approved on Aug. 6 during a special session of the Da Nang People's Council.

The Group A public investment project will be financed through a combination of central government and municipal budgets and is scheduled for implementation between 2026 and 2030 in Hai Van Ward.

Under the approved plan, the project will construct an additional 920-meter breakwater, extending the existing 1,170-meter breakwater and seawall completed during the first phase.

It will also build two liquid cargo terminals with three berths to facilitate the relocation of fuel terminals currently operating in Da Nang Bay.

In addition, approximately 5.73 kilometers of internal access roads and supporting technical infrastructure will be developed to improve connectivity between port facilities.

The project also includes land clearance and compensation work for a dedicated railway linking Kim Lien Station with Lien Chieu Port, as well as assistance for relocating three petroleum terminals in Da Nang Bay and one cement terminal operated by Vicem Hai Van.

Supporting a regional logistics hub

City authorities said the investment will complete the public infrastructure needed to attract private investment into container terminals planned for the port under Vietnam's national seaport development strategy.

The project is expected to strengthen Da Nang's seaport system, industrial zones and logistics sector while reducing cargo traffic through the city center.

It also supports the long-term plan to convert Tien Sa Port into an international cruise port.

Nguyen Duc Dung, Chairman of the Da Nang People's Council, said the approval provides the legal foundation for the city to receive and efficiently allocate medium-term public investment funding from the central government.

"This is a strategically important project that will complete the port complex and strengthen connections with container terminals, logistics facilities, external transport networks and the city's new development areas," Dung said.

Two-phase development

Lien Chieu Port is being developed in two major components.

Component A covers the shared public infrastructure financed by the government. The first phase of this component, valued at more than VND3.426 trillion (around US$131 million), began construction in late 2022 and has already been completed.

Component B consists of the container terminal project, which is being developed under a public-private partnership by a consortium comprising Hateco Group, Hateco Seaport Co., Ltd. and APM Terminals B.V. of the Netherlands.

The container terminal project has a total investment of approximately VND45.268 trillion (US$1.73 billion).
