Hanoi has increased parking fees by up to twofold at designated roadside and sidewalk parking areas.

The Hanoi People's Committee has issued a decision setting new parking fees for bicycles, motorcycles and cars at designated roadside and sidewalk parking areas developed with state budget funding.

Under the decision, parking fees charged per session have increased by an average of 1.7 to two times, depending on vehicle type and location.

The new rates apply to 12 streets where parking needs to be restricted within the city's central urban area and first-level conservation zone.

These streets are Nguyen Xi, Dinh Le, Ly Thai To, Tran Hung Dao, Ly Thuong Kiet, Hai Ba Trung, Hang Duong, Hang Dao, Hang Ngang, Hang Giay, Phu Doan and Quan Su.

On these streets, parking fees for cars with up to nine seats and trucks weighing under two tonnes have increased to VND 50,000 (US$1.90) per 60-minute session, up VND 20,000 from the previous rate of VND 30,000 under Decision No. 44 dated December 15, 2017.

Vehicles with 10-24 seats and trucks weighing between two and seven tonnes are charged VND 60,000 (US$2.30) per hour.

The new rates represent a 1.67-fold increase compared with the previous charges.

On other streets within Ring Road 1, parking fees have risen from VND 25,000 to VND 45,000 per session, an increase of 1.8 times.

Monthly parking fees under daytime contracts have increased to VND 3.8 million (US$144), or 1.9 times the previous rate.

Monthly contracts covering both daytime and overnight parking now cost VND 5 million (US$190), up 1.67 times, while overnight-only contracts have increased to VND 3 million (US$114), or 1.88 times the previous rate.

Parking fees in other parts of Hanoi are determined by ring road zones, with charges generally decreasing farther from the city center.

For cars with up to nine seats and trucks weighing under two tonnes, parking between Ring Roads 1 and 2, including Ring Road 2 itself, costs VND 35,000 (US$1.33) per hour.

Between Ring Roads 2 and 3, including Ring Road 3, the rate is VND 25,000 (US$0.95) per hour.

On streets between Ring Roads 3 and 4, along Ring Road 4 and in remaining areas, the fee is VND 20,000 (US$0.76) per hour.

In areas between Ring Roads 3 and 4 and other outlying locations, hourly parking fees have increased from VND 12,500 to VND 20,000.

Notably, monthly contracts covering both daytime and overnight parking have risen from VND 900,000 to VND 2 million (US$76), an increase of 2.22 times.

Overnight-only monthly parking contracts have doubled from VND 500,000 to VND 1 million (US$38).

For vehicles with 10-24 seats and trucks weighing between two and seven tonnes, hourly parking charges across the four designated zones are VND 50,000, VND 40,000, VND 30,000 and VND 23,000, respectively.

Vehicles with 25-40 seats and trucks weighing more than seven tonnes are subject to corresponding hourly rates of VND 60,000, VND 40,000, VND 30,000 and VND 30,000.

For vehicles with 40 seats or more, the respective hourly charges are VND 70,000, VND 40,000, VND 30,000 and VND 34,000.

For bicycles and motorcycles parked temporarily on roadsides and sidewalks, the rates on the 12 restricted streets in the central urban area and other streets within Ring Road 1 are VND 10,000 per daytime session, VND 15,000 per overnight session and VND 25,000 for combined daytime and overnight parking.

Monthly parking fees for bicycles and motorcycles are VND 250,000 on the 12 restricted streets and VND 200,000 on other streets within Ring Road 1.
