At a press briefing on Hanoi's socio-economic performance in the third quarter of 2026, Deputy Director of the municipal Department of Construction Dao Minh Tam responded to VietNamNet's question about projects that will directly affect residents and their expected completion dates.

Tam said the city plans to complete and put into operation 15 transport projects between now and the end of the year.

The projects are concentrated along ring roads, major urban arteries and routes connecting the city center with western and southern Hanoi.

Several roads set to open on October 10

According to the Department of Construction, Hanoi plans to open several sections of Ring Road 2.5 around October 10, when the city marks the anniversary of Capital Liberation Day.

These include Road No. 5 leading into the Tay Ho Tay new urban area; the Cau Giay - Dich Vong - Duong Dinh Nghe section; the Vu Pham Ham - Tran Duy Hung section; the Nguy Nhu Kon Tum - Nguyen Trai - Dam Hong section; and Linh Nam Road.

During the fourth quarter, the city expects to put into operation the Dam Hong - National Highway 1A section, the Kim Dong intersection underpass, a section of Ring Road 3.5 through Hoai Duc commune, and the Van Dinh - Provincial Road 424 section of National Highway 21B.

Before December 31, Hanoi aims to complete the Hoang Cau - Voi Phuc section of Ring Road 1, Tan Phu Bridge across the Day River, the southern arterial road, and the Thang Long Boulevard frontage road connecting National Highway 21 with the Hanoi - Hoa Binh Expressway, including its interchange with Road 70.

The city is also continuing work to bring the frontage road along Ring Road 4 - Capital Region into operation.

The Department of Construction said the projects would gradually close gaps in Hanoi's ring road network and strengthen links between the city center and western and southern areas.

They are also expected to divert traffic from radial routes and Ring Road 3, helping reduce congestion, make travel more convenient and expand the capital's urban development space.

To keep the projects on schedule, Hanoi has instructed investors and contractors to concentrate personnel and equipment at construction sites while ensuring quality and safety. Local authorities have also been told to accelerate efforts to resolve site clearance problems.

The Department of Construction said it would regularly inspect progress, push for completion of acceptance procedures and introduce appropriate traffic arrangements so the projects can operate effectively once opened.

To meet these deadlines, Hanoi is focusing on completing the remaining work on Ring Road 1 while accelerating construction of Ring Road 2.5 sections.

At a meeting on the progress of key transport projects on the afternoon of October 5, the Hanoi Civil Construction Investment Project Management Board said the Hoang Cau - Voi Phuc section of Ring Road 1 had been technically opened to traffic on August 28, 2026, although construction teams were continuing to complete the project.

On the right-hand carriageway between Lang Ha and Nguyen Chi Thanh, road surfacing has been largely completed. Crews are now applying road markings, installing signs and finalizing traffic arrangements.

Construction is being accelerated on two overpasses at Lang Ha and Nguyen Chi Thanh, with the city aiming to complete both before December 31.

Hanoi Vice Chairman Do Anh Tuan asked relevant agencies to review the entire route, clearly identify completed components and any additional work required, and ensure safety for road users.

The Department of Construction was instructed to coordinate with the Hanoi police on traffic management plans, while the investor must quickly complete handover and acceptance documentation. Authorities in the relevant wards were asked to clear vehicles stopping or parking along the route.

For Ring Road 2.5, several sections are entering the final stage of construction, with Hanoi targeting a technical opening around October 10.

The city has called for faster site clearance, the relocation and handling of technical infrastructure, and coordinated construction to prevent delays after cleared land becomes available.

Tuan instructed municipal departments, project investors and local authorities to closely follow construction progress, promptly resolve obstacles, and clearly assign responsibility for each task and its completion deadline.
