
In Ho Chi Minh City, around 30 colleges and vocational schools are expected to be consolidated. The proposed restructuring is as follows:
Binh Duong Medical College and Ba Ria - Vung Tau Medical College would merge to become Ho Chi Minh City Medical College.
Ho Chi Minh City Vocational College, Hung Vuong Technical - Technology Intermediate School, and Quang Trung Vocational Intermediate School would merge to form Ho Chi Minh City Vocational College.
Ho Chi Minh City College of Economics and Binh Duong Economic Intermediate School would merge to become Ho Chi Minh City College of Economics.
Ho Chi Minh City College of Economics - Technology, Tran Dai Nghia Intermediate School, and District 12 Economic - Technical Intermediate School would merge to become Tran Dai Nghia College.
Nam Sai Gon Polytechnic College, Nhan Dao Vocational Intermediate School, and Binh Thanh Vocational Intermediate School would merge to become Nam Sai Gon Polytechnic College.
Nguyen Truong To Technical College, Ho Chi Minh City Polytechnic Intermediate School, and Cu Chi Vocational Intermediate School would merge to become Nguyen Truong To College.
Thu Duc Economic - Technical College and East Saigon Vocational Intermediate School would merge to become Ho Chi Minh City High-Tech College.
Ly Tu Trong College and Information & Communications Intermediate School would merge to become Ly Tu Trong College.
Ho Chi Minh City Transportation College, Binh Duong Vocational Education & Driving Test Center, and Ba Ria - Vung Tau Transportation Vocational Intermediate School would merge to become Ho Chi Minh City Transportation College.
Thu Thiem College, Nguyen Huu Canh Economic - Technical Intermediate School, and Ton Duc Thang Technical - Service Intermediate School would merge to become Nguyen Huu Canh College.
Ho Chi Minh City College of Culture and Arts and Binh Duong Intermediate School of Fine Arts - Culture would merge to become Ho Chi Minh City College of Culture and Arts.
Ho Chi Minh City also plans to establish two new colleges: the Saigontourist College of Tourism and Hospitality (upgraded from the Saigontourist Intermediate School of Tourism and Hospitality), and Ho Chi Minh City High-Tech Agricultural College (a merger of the Ho Chi Minh City Agricultural Technical Intermediate School, the Intermediate School of Agriculture and Forestry, and the High-Tech Agricultural Vocational Education Center).
Following the restructuring, Ho Chi Minh City expects to have no remaining intermediate-level schools.
At the university level, the city will retain Pham Ngoc Thach University of Medicine and Thu Dau Mot University. Saigon University will be reorganized by merging it with Ba Ria - Vung Tau College of Education under the unified name Saigon University.
In Ha Tinh, the province proposes further study into merging Ha Tinh University into Vietnam National University, Hanoi, or as directed by the Ministry of Education and Training.
For vocational education, Ha Tinh intends to keep eight Centers for Vocational and Continuing Education and five vocational schools, including Nguyen Du College, which has a special cultural mission to preserve and promote local folk music like "vi" and "giam" and other provincial cultural heritages.
In Thanh Hoa, the provincial Department of Education and Training has proposed merging the University of Culture, Sports, and Tourism of Thanh Hoa with Hong Duc University. The aim is to reduce the number of higher education institutions, form multidisciplinary universities, attract more students, expand international partnerships, and concentrate resources to enhance training quality and capacity.
Four other institutions proposed for merger include Thanh Hoa Industrial College, Nghi Son Vocational College, Bim Son Vocational Intermediate School, and Thanh Hoa Technical School.
After consolidation, Phu Tho province is expected to have one university, one medical college, and three vocational colleges, reducing its total number of colleges by four.
Specifically, Hoa Binh College of Education will be merged into Hung Vuong University.
Hoa Binh Medical Intermediate School will merge into Phu Tho Medical College, with the goal of transforming it into a University of Medicine and Pharmacy during the 2026–2030 period, pending government approval.
Vinh Phuc College will be restructured by transferring its medical programs to Phu Tho Medical College, education programs to Hung Vuong University, and merging remaining departments into Vinh Phuc College of Economics and Technology.
Three institutions - Hoa Binh College of Economics and Technology, Hoa Binh College of Economics and Technology, and Song Da Vocational College - will be merged to form Hoa Binh Vocational College.
The People's Committee of Ca Mau Province has also submitted a proposed restructuring plan for local educational institutions.
The plan includes merging Ca Mau Medical College and Bac Lieu Medical College into Ca Mau Medical College.
Vietnam - Korea Vocational College in Ca Mau and Bac Lieu Vocational College will be merged into Vietnam - Korea Vocational College Ca Mau.
Ca Mau Community College and Bac Lieu College of Economics - Technology will merge to become Ca Mau College.
The province proposes retaining the current structure of Bac Lieu University.
