Nam Tu Liem District Police in Hanoi, in cooperation with the Hanoi Police Investigation Office and the Lang Son Border Guard, have completed the handover of a fugitive wanted by Beijing authorities for fraud involving over 40 million yuan.
On December 11, during a routine inspection of foreign residents in My Dinh 2 Ward, Nam Tu Liem District Police identified a man named Li Kai residing illegally. His personal details matched those of a fugitive wanted by Beijing Police.
Li Kai, born in 1969, had an outstanding warrant issued by Beijing authorities for fraud.
On October 28, 2024, the Chinese Police Liaison Office in Hanoi requested assistance from Vietnamese authorities in locating and apprehending Li Kai.
According to an investigation report by Beijing Police on March 10, 2023, Li Kai was the owner and operator of Beijing Quanjincheng Co., Ltd., which issued “customer privilege cards” and “interest-bearing cards” and signed “guarantee contracts” to attract investments. Between early 2018 and February 2023, Li Kai and his accomplices defrauded more than 200 investors, embezzling over 40 million yuan.
In July 2024, Beijing Police issued a detention order for Li Kai, but he fled, prompting the issuance of an international arrest warrant.
Following intelligence from the Ministry of Public Security, Hanoi Police traced Li Kai to the city. Upon his capture, Nam Tu Liem District Police coordinated with the Lang Son Border Guard to transfer Li Kai to Chinese authorities for further investigation.
