
With a gift value of 400,000 VND (approximately USD 16) per person, more than 2.513 trillion VND (roughly USD 104.5 million) from the central budget has been fully transferred by the Ministry of Finance to local governments. This funding is designated for Tet 2026 gifts to individuals with meritorious service, those under social protection, social pensioners, and other vulnerable groups.
Regarding the gift-giving initiative by the Party and the State on the occasion of the 14th National Party Congress and the upcoming Binh Ngo Lunar New Year, the Ministry of Finance confirmed that all necessary funds have been allocated to local authorities to implement the program.
The Ministry also noted that in cases where funding may be insufficient, provincial and municipal People’s Committees are authorized to use local budget resources or other lawful financial sources to ensure that gifts are distributed fully and on time. Localities are required to promptly consolidate their reports and submit them to the Ministry of Finance for consideration and potential supplementary funding.
If financial difficulties or complications arise during the process, localities must promptly report to the Ministry of Finance while also informing the Ministry of Public Security, Ministry of Home Affairs, and Ministry of Health for guidance.
Earlier, the Prime Minister signed Decision No. 2814, approving a targeted additional allocation of over 2.513 trillion VND (approximately USD 104.5 million) from the central budget’s contingency fund in 2025. The purpose is to facilitate the Tet gift program by the Party and the State.
Recipients of these Tet gifts include: individuals with meritorious service to the revolution; people under official social protection categories; social pensioners; orphans without guardians; and children living in orphanages. Each person will receive a cash gift of 400,000 VND (approximately USD 16).
The gift distribution process must be completed no later than December 31, 2025.
The government has assigned the Ministry of Finance the responsibility to balance central budget sources to execute the gift-giving policy. The Ministry of Public Security will coordinate closely with the Ministry of Home Affairs, the Ministry of Health, the Ministry of Finance, relevant agencies, and localities to implement the distribution of gifts via social security accounts linked to the VNeID digital identity platform.
Where necessary, local People’s Committees are instructed to direct their respective departments and commune-level People’s Committees to deliver gifts either directly to existing allowance or subsidy accounts (if applicable) or to disburse cash payments directly. This must be done in strict compliance with applicable regulations and within the designated timeframe.
