According to official announcements, Truong Quoc Huy asked to step down from his role as provincial party secretary, withdraw from the provincial party executive committee and standing committee, and cease serving as a National Assembly deputy, along with other related positions. The Politburo agreed to his request and approved his departure from office for the 2025–2030 term.
Based on practical requirements and a comprehensive assessment of political integrity, professional capacity, expertise, experience, and credibility, the Politburo decided to transfer and appoint Pham Dai Duong to serve as secretary of the Phu Tho provincial party committee for the 2025–2030 term.
Pham Dai Duong is a member of the Communist Party of Vietnam Central Committee and currently serves as deputy head of the Central Policy and Strategy Commission. He was designated to join the Phu Tho provincial party executive committee and standing committee and to participate in the party committee of Military Region 2.
The decision was announced at a conference of the Phu Tho provincial party committee attended by senior central leaders. At the event, Head of the Central Organization Commission Le Minh Hung described Pham Dai Duong as a capable and experienced official with a scientific, democratic, and decisive working style, and called on the provincial leadership to maintain unity, stabilize internal affairs, and focus on implementing political tasks and promoting socio-economic development.

In his acceptance remarks, Pham Dai Duong thanked the Politburo, the Secretariat, and the Central Organization Commission for the trust placed in him, pledging to continue learning and to work closely with the provincial leadership and political system to fulfill assigned responsibilities.
Pham Dai Duong, 52, from Hanoi, holds a master’s degree in science and technology management and bachelor’s degrees in chemistry and banking. He is a National Assembly deputy of the 15th legislature. His previous positions include deputy and head of the Hoa Lac Hi-Tech Park management board, deputy minister of science and technology, chairman of the Phu Yen provincial people’s committee, secretary of the Phu Yen provincial party committee, and senior roles in central economic and policy bodies. Since February 2025, he has served as deputy head of the Central Policy and Strategy Commission.
Truong Quoc Huy, 56, from Ninh Binh, holds a bachelor’s degree in labor economics and a master’s degree in economic management. He is a National Assembly deputy of the 15th legislature. His career includes senior management roles at Vicem Hoang Mai Cement Company and Vicem But Son Cement JSC, leadership positions in Ha Nam province, appointment as chairman of the Ha Nam provincial people’s committee in September 2020, and elevation to provincial party secretary in March 2025. He was transferred to lead Phu Tho in late September 2025.
