On February 28, the Lao Cai Provincial Party Committee convened a conference to announce the Politburo’s decision on personnel matters.
Nguyen Thanh Binh, deputy head of the Party Central Committee’s Organization Commission, announced the Politburo’s decision.
Under the decision, Trinh Viet Hung, a member of the Party Central Committee, will cease to serve on the Lao Cai Provincial Party Committee and its Standing Board, and step down as Secretary of the Lao Cai Provincial Party Committee, to take on a new assignment as standing deputy minister of the Ministry of Agriculture and Environment.

The Politburo also decided to mobilize, assign and designate Duong Quoc Huy, a member of the Party Central Committee and deputy inspector general of the Government Inspectorate of Vietnam, to join the Lao Cai Provincial Party Committee and its Standing Board, and to serve as Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term. He was also appointed to the Party Committee of Military Region 2 for the same term.
Trinh Viet Hung, 49, hails from Hai Duong. He is an alternate member of the 13th Party Central Committee and a member of the 14th tenure. He holds a doctorate in business administration, a master’s degree in agriculture, and a degree in land management engineering.
He spent many years working in Thai Nguyen province, where he held positions including chief of the provincial People’s Committee Office, Secretary of Dong Hy District Party Committee, standing vice chairman of the provincial People’s Committee, chairman of the provincial People’s Committee, and Secretary of the Thai Nguyen Provincial Party Committee.
In June 2025, after Thai Nguyen was merged with Bac Kan, the Politburo designated him to continue serving as Secretary of the Thai Nguyen Provincial Party Committee. Two months later, he was reassigned to serve as Secretary of the Lao Cai Provincial Party Committee.
The current minister of Agriculture and Environment is Tran Duc Thang. The ministry’s deputy ministers are Trinh Viet Hung as standing deputy minister, Nguyen Hoang Hiep, Tran Thanh Nam, Le Cong Thanh, Phung Duc Tien, Nguyen Quoc Tri, Hoang Trung, Vo Van Hung, Dang Ngoc Diep and Nguyen Thi Phuong Hoa.
