Permanent Secretary Tran Cam Tu recently signed Conclusion No. 230, detailing plans to streamline and restructure these organizations. The document also addresses operational models for the Vietnam Cooperative Alliance and the Vietnam Chamber of Commerce and Industry (VCCI).
At a meeting held on November 28, 2025, the Politburo and the Secretariat heard reports from the Party Committee of the Vietnam Fatherland Front and central-level mass organizations on the proposals.
The two professional bodies-VCCI and the Cooperative Alliance-were affirmed as professional social organizations under Party-State assignment, but without state management functions. They will continue operating under mandates assigned by the Prime Minister, based on recommendations from the Central Committee of the Vietnam Fatherland Front.
The Politburo and Secretariat also approved a mechanism to provide state budget support for these associations, contingent on the specific duties assigned to them by the Party and the State.
They instructed the Party Committee of the Vietnam Fatherland Front and affiliated central organizations to continue reviewing and streamlining internal structures, cutting unnecessary legal entities, and retaining only those with necessary and effective functions that align with the organizations’ missions.
Issues related to real estate, finances, and assets of the associations must be resolved to ensure effective, lawful, and purposeful operations. This process is expected to be completed by the second quarter of 2026.
Conclusion No. 230 emphasizes that implementation must align with the Party’s guidelines on public mobilization, aiming to unite and organize all social strata in pursuit of national development and public welfare.
The associations are to function on the principles of voluntarism, self-governance, and self-financing. They are non-profit, must comply with the law, and operate under the Party’s leadership, State management, and coordinated guidance from the Vietnam Fatherland Front.
The involved agencies have also been tasked with advising the Politburo on the review and summary of Directive No. 17 (2012) on renewing and strengthening the Party’s leadership over mass organizations.
Importantly, the Politburo and Secretariat also directed the prompt completion of a restructuring plan for the press agencies run by these associations, in line with new organizational models. The proposal is to be submitted after the 14th National Party Congress.
The Party’s Central Organizing Commission has been assigned to revise regulations on appropriate age limits for leaders of Party-State-assigned mass organizations.
For local-level Party Committees, the Politburo and Secretariat instructed that lists of assigned mass organizations be determined based on local needs and context. Priority should be given to central-level associations with official mandates.
