Bilateral talks on restoring passenger clearance, the plan for setting up a specialized route for transporting goods at Soc Giang border gate (Vietnam) - Pingmeng (China) and seeking measures to promote cooperation in some areas between Ha Quang district (Vietnam) and Napo county (Guangxi-China) was held on October 12, at border marker 647 of Soc Giang border gate, Ha Quang district.

The talks were a success, opening up prospects for cooperation and development between Ha Quang district in Cao Bang province (Vietnam) and Napo county (China). At the meeting, the two sides agreed on the following 5 points:

Building a specialized route to transport goods at Soc Giang border gate (Vietnam) - Pingmeng (China) and approving the plan for forming a specialized route to transport goods at Soc Giang border gate (Vietnam) - Pingmeng (China); reporting the results of the talks to the Vietnam - China Joint Land Border Committee for approval.

Speeding up preparations to soon restore passenger entry and exit customs clearance through Soc Giang (Vietnam) - Pingmeng (China) border gate;

Allowing vehicles and drivers to transport goods to the designated border gate area of both sides, making it convenient for loading and unloading goods.

Jointly deploying compulsory civil liability insurance for third persons/third parties  passing through the border according to the Decree signed on October 11, 2011 between the Government of the Socialist Republic Vietnam and the Government of the People's Republic of China on amending the Road Transport Agreement between the two countries inked on November 22, 1994;

Facilitating customs clearance for export and import goods (except for goods banned from export or import or temporarily suspended from export or import); Vietnam to issue Plant Quarantine Certificates at the Soc Giang border gate for dried nuts such as macadamia nuts, walnuts, pecans; promoting the export of processed mineral products from Soc Giang border gate (Vietnam) to Pingmeng  border gate (China); With approval by competent authorities, the Vietnamese side supports Chinese silkworm varieties exported to Vietnam through Pingmeng  border gate and the Chinese side supports Vietnamese silkworm cocoon products exported to China;

They agreed that the joint inspection agency at the border gate of the two sides implement a mechanism for periodic talks, once every quarter, and at the same time increase exchange and coordination of daily work.
