The appointment was announced at the Communist Party of Vietnam’s headquarters on the afternoon of September 18, at a conference chaired by Tran Cam Tu, Politburo member and Permanent Member of the Party Secretariat.

According to the Vietnam News Agency, the Politburo decided to transfer, assign and appoint Phuong, a member of the Party Central Committee and Secretary of the Quang Tri Provincial Party Committee for the 2025-2030 term, as deputy head of the Central Commission for Policy and Strategy.

Phuong was born in 1970 and is originally from what was formerly Phong Son commune, Phong Dien district in Thua Thien Hue province, now Phong Thai ward in Hue.

He trained as a civil and industrial construction engineer and also holds a bachelor’s degree in mathematics and a master’s degree in economics.

Before his latest appointment, Phuong held a series of leadership positions in what was then Thua Thien Hue province.

He served as deputy director of the provincial Department of Transport, chairman of the Huong Tra town People’s Committee and director of the provincial Department of Planning and Investment.

In April 2016, Phuong became vice chairman of the Thua Thien Hue provincial People’s Committee. In June 2021, he was elected chairman of the provincial People’s Committee.

On October 3, 2025, Phuong was elected Secretary of the Hue City Party Committee for the 2025-2030 term.

He was subsequently transferred and appointed Secretary of the Quang Tri Provincial Party Committee for the 2025-2030 term on October 17.
