President Ho Chi Minh laid the foundation for the cooperative relationship between Vietnam and the Soviet Union (now the Russian Federation). He worked tirelessly to protect and promote the relationship between the two countries. The year 2023 marked the 100th anniversary of Nguyen Ai Quoc's arrival in Russia and the 50th anniversary of the groundbreaking ceremony for the Ho Chi Minh Mausoleum.

In an article published in Nhan Dan Newspaper before his visit, President Putin affirmed: "Ho Chi Minh - the great son of the Vietnamese people and a great friend of our country - is the one who initiated the bilateral cooperation relationship between our two countries."

Last year, on the occasion of the 100th anniversary of President Ho Chi Minh's first visit to Petrograd, now Saint Petersburg (June 30, 1923 - June 30, 2023), the inauguration ceremony of the statue of President Ho Chi Minh was solemnly held in Saint Petersburg, Russia.

"Our country actively supported the heroic struggle of the Vietnamese people against foreign invaders. After Vietnam's victory and complete liberation, Soviet construction experts, engineers, doctors, teachers, and scientists helped Vietnam rebuild the country. They did a lot to build Vietnam's economic and defense potential and help Vietnam solve priority social tasks," emphasized President Putin.
