On August 28, Road Traffic Police Team No. 2 under the Quang Ninh Provincial Police Traffic Police Division said the incident occurred at around 4:30pm that day near the Dolphin Palace in Ha Long Ward, Quang Ninh Province.

At the time, officers from Road Traffic Police Team No. 2 were on duty maintaining traffic safety and order when a British national named A Va Vu approached them and said his daughter had fainted.

Captain Le Hoang Minh and other members of the team immediately used a police motorcycle to take the woman to Quang Ninh General Hospital for emergency treatment.

The incident occurred during the evening rush hour, when residents and visitors were also heading toward October 30 Square for a concert celebrating Quang Ninh, leaving surrounding roads heavily congested.

The officers used their siren to clear a path through the traffic. Upon reaching the hospital, Minh quickly carried the British tourist on his shoulder into the emergency department for treatment.
