The Executive Committee of the Ninh Binh Provincial Party Committee convened this morning to carry out the personnel process for electing the Provincial Party Secretary for the 2025-2030 tenure.

Dang Xuan Phong, Secretary of the Provincial Party Committee, said that following an official dispatch from the Office of the Party Central Committee conveying the opinions of the Politburo and the Secretariat on introducing personnel for the position, the Executive Committee organized the conference to implement procedures in accordance with central regulations and guidelines.

Tran Huy Tuan, a member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Ninh Binh People’s Committee, was elected Secretary of the Ninh Binh Provincial Party Committee with 100 percent of the votes.

Born in 1974 in Lao Cai province, Tran Huy Tuan holds a degree in Hydraulic Engineering, a bachelor’s degree in Political Economy and a master’s degree in Natural Resources and Environmental Economics.

He previously held various positions in the former Yen Bai province, including Deputy Director of the Department of Agriculture and Rural Development, Deputy Chief and then Chief of the Provincial People’s Committee Office, Secretary of Van Yen District Party Committee, Head of the Provincial Party Organization Commission, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee and Secretary of the Provincial Party Committee.

After Yen Bai was merged with Lao Cai to form the new Lao Cai province, he served as Deputy Secretary of the Provincial Party Committee and Chairman of the Lao Cai People’s Committee.

On November 7, 2025, the Secretariat decided to mobilize and appoint Tran Huy Tuan to join the Executive Committee and Standing Board of the Ninh Binh Provincial Party Committee, assigning him as Deputy Secretary of the Provincial Party Committee for the 2025-2030 term. Five days later, at the fifth session of the 15th provincial People’s Council, he was elected Chairman of the Ninh Binh People’s Committee for the 2021-2026 term.
