The Ho Chi Minh City People's Council convened its fifth session, a special meeting, on the morning of Sept. 21 to consider and decide on several key matters, including the election of city government officials.

At the meeting, the council held a vote to fill an additional vice chairman position on the Ho Chi Minh City People's Committee.

Vu was elected vice chairman for the 2026-2031 term with the support of 98.33% of council members present. The result was 118 votes in favor out of 120 members present.

The city's current vice chairmen are Standing Vice Chairman Nguyen Loc Ha and Vice Chairmen Nguyen Manh Cuong, Hoang Nguyen Dinh, Bui Minh Thanh, Nguyen Cong Vinh, Tran Van Bay and Truong Minh Huy Vu.

Vu was born on May 17, 1984, and is from Dong Thap province. He holds a doctorate in international political economy from the University of Bonn in Germany, where he studied on a full scholarship from the German Foreign Office.

From 2011 to 2018, he worked at the University of Social Sciences and Humanities under Vietnam National University-Ho Chi Minh City, serving successively as a lecturer, director of the Center for International Studies and deputy head of the Faculty of International Relations.

He was also a visiting scholar at the Institute of Southeast Asian Studies in Singapore and a non-resident senior research fellow at Indiana University in the United States.

Between 2018 and 2022, Vu held several management positions at Vietnam National University-Ho Chi Minh City, including director of its Software Technology Park.

In December 2022, he became deputy director of the Ho Chi Minh City Institute for Development Studies. He was appointed secretary of the institute's Party Committee and its director in August 2024.

Vu is currently a member of the Ho Chi Minh City Party Committee, chairman of the executive body of the international financial center in Ho Chi Minh City and a member of Vietnam's 16th National Assembly for the 2026-2031 term.
