Under the Politburo’s decision, Tuan, chairman of the Thai Nguyen Provincial People’s Committee, was transferred and appointed to the Executive Committee and Standing Board of the Quang Tri Provincial Party Committee and named its secretary for the 2025-2030 term.

Phuong, a deputy minister of Science and Technology, was transferred and appointed to the Executive Committee and Standing Board of the Quang Tri Provincial Party Committee and named its deputy secretary for the 2025-2030 term.

He has also been nominated for election as chairman of the Quang Tri Provincial People’s Committee for the 2026-2030 term.

Vuong Quoc Tuan, born in 1977 and originally from Bac Ninh province, holds a doctorate in business administration and an advanced degree in political theory.

He previously served as secretary of the Bac Ninh Provincial Youth Union, secretary of the Bac Ninh City Party Committee, and vice chairman and later chairman of the Bac Ninh Provincial People’s Committee.

From November 2025 to September 2026, he served as deputy secretary of the Thai Nguyen Provincial Party Committee and chairman of the provincial People’s Committee.

On September 19, the Thai Nguyen Provincial People’s Council formally relieved him of his position as chairman of the provincial People’s Committee.

Bui Hoang Phuong, born in 1983 and originally from Ninh Binh province, holds master’s degrees in information technology and business administration, as well as an advanced degree in political theory.

He previously served as director of the Department of Personnel and Organization and as a deputy minister at the former Ministry of Information and Communications before being appointed deputy minister of Science and Technology in February 2025.

At the Communist Party of Vietnam’s 14th National Congress, Phuong was elected an alternate member of the 14th Party Central Committee.
