The directive was included in Resolution No. 122 issued following the government’s regular monthly meeting for April.
According to the resolution, the government instructed ministries and local administrations to improve the effectiveness of commune-level authorities.
Based on recommendations made by inspection teams from the Politburo and the Party Secretariat, ministries and agencies were asked to promptly resolve outstanding issues before the upcoming one-year review conference on the three-tier government model.
Alongside the review and assessment of one year implementing the two-tier local government model, the government requested the rapid completion of restructuring residential groups, villages, hamlets and public service units in accordance with central directives.
The government also stressed the need to comprehensively handle surplus and unused public assets, including land and buildings, with a deadline set for the second quarter of 2026.
Ministries, sectors and localities were instructed to effectively implement resolutions related to cutting administrative procedures, decentralization and simplifying investment and business conditions.
Authorities are also required to monitor, inspect and guide localities in implementation.
By the third quarter, the government aims to reduce by 50% both the time required to process administrative procedures and the compliance costs associated with those procedures in 2026 compared with 2024 levels at both central and local levels.
Officials are also expected to continue cutting at least 30% of conditional business sectors and eliminate all unnecessary business conditions.
To achieve the country’s 2026 goals, including annual GDP growth of more than 10% while maintaining macroeconomic stability and controlling inflation, the government called on ministers and provincial leaders to demonstrate strong responsibility, determination and decisive action.
Authorities were instructed to proactively and flexibly manage policies in a coordinated, timely and effective manner.
The government also ordered close monitoring of global and regional developments, especially policy changes among major economies, to ensure rapid and appropriate policy responses.
Officials were warned not to become complacent, passive or caught off guard.
The resolution further called for preparing contingency scenarios in the event the US/Israel-Iran conflict continues for a prolonged period.
The government instructed agencies to proactively and flexibly manage monetary policy tools in coordination with fiscal and other policies to control inflation, stabilize the macroeconomy and maintain stability in the monetary market.
Authorities were also instructed to effectively implement policies supporting cultural development, social welfare and public healthcare.
Ministries, sectors and local governments were urged to strengthen training and workforce development, particularly for high-quality human resources capable of supporting “double-digit” economic growth.
In addition, the government directed agencies to intensify measures to control and reduce environmental pollution, especially air pollution in major urban areas.
Authorities were also instructed to strengthen disaster prevention efforts, adapt to climate change, drought and saltwater intrusion, and improve natural resource management and environmental protection.
