
Vietnam’s Ministry of Home Affairs will continue to urge, inspect, and supervise the review, restructuring, and placement of civil servants and public employees to ensure alignment with job positions, while proposing adjustments to salaries and allowances for civil servants, public employees, and the armed forces.
According to Report No. 12662 issued by the Ministry of Home Affairs on the implementation of administrative reform, the restructuring and streamlining of internal organizations within ministries, central agencies, local departments, public service units, and state-owned enterprises will continue to be reviewed throughout 2026.
The report highlights the need for localities to urgently fill vacant civil servant positions, ensuring adequate staffing levels. At the same time, agencies are encouraged to work while drawing lessons from practice and promptly propose solutions to improve the effectiveness of personnel management, ensuring that the two-tier local government model operates smoothly and efficiently.
In parallel, the Ministry of Home Affairs stressed that ministries, sectors, and localities must strictly implement Conclusion No. 226/2025 of the Party Secretariat on rectifying working styles and improving the effectiveness of the political system. Relevant agencies are required to effectively roll out new mechanisms and policies to attract and retain talent within the administrative apparatus, while renewing methods for evaluating civil servants and public employees based on competence and task performance.
The report also reiterates the continued implementation of workforce streamlining policies, along with restructuring and improving the quality of civil servants and public employees. Ministries, sectors, and localities are required to strictly comply with the regulations and conclusions of the Politburo on staff quota management for the 2022–2026 period, report to competent authorities on the results of staff management during this phase, and propose staffing plans for the 2026–2031 period.
The Ministry of Home Affairs will continue to supervise and inspect the review, restructuring, and placement of civil servants and public employees to ensure positions match job requirements. It will also propose adjustments to salaries and allowances for civil servants, public employees, and the armed forces following organizational restructuring and the implementation of the two-tier local government model, while drafting and finalizing a decree regulating civil servant job positions.
In addition, the ministry addressed the upgrading of the national database on public assets to ensure timely updates and comprehensive management of asset information. It called for accelerating the handling of public assets and office buildings following administrative unit restructuring, as well as reviewing all unused or inefficiently used public assets and offices to be processed in accordance with regulations.
Relevant ministries, sectors, and localities are required to urgently finalize provincial, commune, and special-zone planning. They are also tasked with coordinating on budget allocation, completing offices, equipment, and working facilities, and handling surplus offices to ensure stable and effective operations.
