The Ministry of Home Affairs has been assigned to lead the process of refining the proposal in coordination with relevant ministries and agencies. This includes incorporating feedback from government members and completing the submission dossier, draft resolutions and explanatory reports for consideration by the National Assembly and its Standing Committee.

The government also authorized the Minister of Home Affairs, on behalf of the Prime Minister, to sign and submit the finalized proposal and related documents. These materials will reflect revisions based on consultations with the National Assembly, its committees and deputies.

According to the resolution, the Ministry of Home Affairs will bear full responsibility for the content of the proposal and accompanying draft resolutions. It is tasked with ensuring that all documentation is comprehensive, accurate and submitted on time, while proactively reporting and explaining details to legislative bodies as required.

Any issues arising beyond its authority must be promptly reported to the Prime Minister for direction.

The proposal outlines the establishment of 10 wards in Dong Nai as part of a broader restructuring effort aimed at supporting the province’s transition into a centrally governed city. This status would place Dong Nai alongside Vietnam’s major urban centers, granting it greater administrative autonomy and strategic importance.

The move reflects growing recognition of Dong Nai’s role as a key economic and logistical hub in southern Vietnam, supported by its strategic location and increasingly interconnected infrastructure network.

The plan is now set to undergo further review by the National Assembly and its Standing Committee, which will decide on the formal establishment of the new administrative units and the elevation of Dong Nai to centrally governed city status.
